One side of the piece tells of how the people of the Black Hills have waited for fourteen years for the Northwestern Railroad to extend from Pierre to the Black Hills, and now they are hoping that the Milwaukee Railroad will extend from Chamberlain to the Black Hills. It goes on to mention that Pierre promised to have a railroad going to the Black Hills in its capital campaign.
The other side explains the promises of the Pierre Capital Committee, and that many of these promises were no upheld.
